Export Credit Agencies

Export Credit Agencies (ECA's) are financial institutions who offer financial support for those corporations investing in foreign countries, through governments. This financial support consists out of exportcredits, through the assurance of exportcredits provided by suppliers and banks, or other financial instruments. To promote export sometimes those companies who cause serious harm to humans and the environment or those who operate in suppressive regimes, are also financed by ECA's.

Profundo researches the involvement of ECA's through the financing of specific projects, companies or sectors. Profundo also analyses what ECA's do to avoid these kind of involvements.

Seeking and providing finance
Jan Willem van Gelder developed and provided part of the BankTrack Dodgy Deals e-Training. This e-course session dealt with questions like 'How does a company or project sponsor arrange finance for a specific operation?' and was followed by a skills training end of October in the Netherlands. With the training BankTrack wants to improve the ability of its member organisations to conduct strong campaigns, aimed at stopping or modifying controversial projects and companies. Profundo also offered training sessions on decision making processes within banks and on key standards and norms developed by industry, government and civil society groups.

This report aims to provide an overview of the involvement of the European Investment Bank (EIB) and European export credit agencies (ECAs) in the financing of bioenergy projects worldwide. These financing activities are put in perspective by comparing them with total financial flows in the bioenergy sector worldwide. Also an initial assessment is made whether the projects financed by the EIB and European ECAs meet the sustainability criteria for bioenergy set by the European Union.
